It is not illegal. They send actual lottery ticket by speedpost. I purchase from such an agent. I get my tickets always before draw date. The only problem is that you will pay everything upfront like lottery cost, bank charge and courier charge. For this, I directly transfer funds to their account. Also, I buy more tickets above Rs. 2000. This will help in getting extra discounts and waiver of all other charges.
